Parking Violations

Parking regulations are intended to ensure orderly parking, smooth traffic flow, pedestrian safety, and clear access for emergency vehicles. The 海角社区 College Safety and Security Department is responsible for enforcing these rules and will issue parking citations as needed. 

The Safety and Security Department operates under the 海角社区 Technical and Community College (ATCC) Office of Finance and Administration. It oversees campus security, environmental health and safety, and parking enforcement to maintain a safe and accessible environment for the entire ATCC community. 


Ticketing, Immobilization, Towing

The College reserves the right to cite, immobilize or tow vehicles parked on campus in violation of any rule established in the current traffic and parking regulations pursuant to .鈥疶he person who registers the vehicle and obtains the permit is responsible for the vehicle’s operation on campus, and for all charges against the vehicle including ticketing, immobilization or towing of the vehicle.鈥疶he registered owner is ultimately responsible for all charges. 

Parking violation payments are due within 10 calendar days. Failure to pay fines may result in an outstanding balance on your tuition statement in eServices. Balances over $100 will be sent to collections and could result in a hold on your account if unpaid. 

Vehicles with three or more outstanding parking citations, which are not in appeal status, may be subject to immobilization. If a vehicle is towed or immobilized, the operator must pay all outstanding parking violations and towing or immobilization fees before the vehicle will be released. Towing company fees are at the discretion of the agency and are the responsibility of the vehicle owner. 

Unauthorized removal of an autoboot will result in an additional $200 fine. Notices of outstanding violations may be sent to the registered owner of the vehicle. This notification is not required prior to towing or immobilization of any vehicle with outstanding violations. 


How to Pay Your Fine

Parking violation payments must be made with the Business Office located in the 100 Wing of the main building via cash, check or card. Payments can be made in person during business window hours or by phone 320-762-4530.

Parking Citation Appeals

If a citation is received that the motor vehicle owner feels was issued in error, the Parking Citation Appeal form may be submitted for consideration to the ATCC Facilities Department within 10 business days of receiving the citation. 

The ATCC Facilities Department serves as the appeal body for all citations issued and renders a decision on each appeal. An appeal should be based on the fact the violation notice was issued contrary to ATCC Policy 5.27. 

Appeals will be reviewed and notification of decision by ATCC email will occur within 30 business days of the filing of the appeal. Should the citation be upheld payment must be made within ten (10) business days of the decision. All decisions by the ATCC Facilities Department are final.
