Safety and Security Compliance Officer
海角社区 Technical & Community College (ATCC) utilizes security cameras to promote a safe, secure, and inclusive learning and working environment for all members of the campus community. This procedure outlines the college’s expectations, responsibilities, and protocols related to the use, access, retention, and disclosure of security camera recordings. Security cameras are used solely to enhance campus safety, support the protection of persons and property, and assist in incident response in accordance with applicable federal and state laws, including the Minnesota Government Data Practices Act and FERPA. ATCC is committed to balancing safety needs with the privacy rights of individuals, ensuring that all camera use is conducted responsibly, transparently, and with respect for civil liberties.
Recorded images will be stored in a secure location with access by authorized personnel only. The ATCC Safety and Security Compliance Officer (SSCO) is responsible for securely retaining any surveillance data.
In the event a recording is required for evidentiary purposes, the ATCC SSCO shall consult with the Minnesota State Office of General Counsel or the Attorney General’s Office on protocols that may be required for authentication or other purposes. After review, if approved, the recording may be given to the party that requests it.
If criminal activity is captured on security cameras, the information may be provided to law enforcement.
Security camera data are maintained with appropriate security in accordance with ATCC Policy 6.14 and will be destroyed in a secure manner according to the ATCC records retention schedule unless retained for legal matters such as an ATCC proceeding, a criminal investigation, a court proceeding (criminal or civil), or other use as approved by the SSCO.
If concern over camera placement should arise, concerned persons may submit an email petition to the SSCO for the removal or relocation of an existing camera. The SSCO will review petitions regarding camera location(s) and determine whether the policy is being followed. The SSCO will determine the appropriateness of an installation by weighing the concerns of the person(s) making the request and the safety and security of the entire campus community.
Individuals believed to have tampered with or destroyed security camera equipment or recordings, or individuals who have accessed security camera records without authorization, may be subject to discipline under the applicable personnel or student conduct process and criminal prosecution.
